Betsy D. McDowell, O.D.
Dr. Betsy McDowell was a biology major at Washington State University Honors College and graduated in 1982 from Pacific University College of Optometry in Forest Grove. Her externship was at the Seattle Public Health Hospital, Indian Health Services. She was an associate at the Oregon Eye Center with Dr. James Long for 25 years before joining Eye Care Physicians & Surgeons. She practices full-scope eye care with emphasis treating dry eye/allergy, computer related vision changes, and providing care before and after cataract surgery.
John R. Harrington, O.D.
Dr. John Harrington graduated from the University of Wyoming in 1993 after earning his Bachelor of Science degree in Biology. He received his Doctor of Optometry degree from Pacific University and completed his training with a residency at the Portland Veterans Administration Medical Center Hospital in Portland, Oregon.
Following his residency, Dr. Harrington moved to Phoenix, Arizona, where he practiced for six years. He is experienced in primary care optometry, contact lenses, eye infection, diabetic eye disease and glaucoma.
Russell B. Warner, M.D.
Dr. Russell Warner specializes in cataract surgery, eyelid surgery and comprehensive eye care. Dr. Warner performs refractive cataract surgery with multifocal lenses and premium implant lenses, which correct for astigmatism. He utilizes the latest technology in glaucoma evaluation and laser treatment. He is an active member of the American Society of Cataract and Refractive Surgery and the American Academy of Ophthalmology.
After graduating from Brigham Young University in 1993, he attended Saint Louis University School of Medicine. Dr. Warner completed his ophthalmology training at the University of Iowa’s highly ranked Department of Ophthalmology and Visual Sciences, where he received the P.J. Leinfelder award for his research regarding intraocular lens calculations for cataract surgery.
Scott E. Stice, M.D.
As an anterior segment surgeon and comprehensive ophthalmologist, Dr. Scott Stice focuses on
cataract surgery including specialty lenses and glaucoma management. He joined Eye Care Physicians &
Surgeons in 2000 and is an active member of the Salem medical community serving as President-elect
of the Marion Polk Medical Society. He spends his extracurricular time coaching youth sports, assisting
local scouting programs, and traveling with his wife and sons.
Dr. Stice graduated from Wake Forest University in North Carolina in 1988. He completed his medical
doctorate and Internal Medicine internship at the Medical University of South Carolina. His eye
residency and associateship followed at the University of Iowa, Department of Ophthalmology and
Visual Science.
Robert M. Paluska, O.D.
Dr. Robert Paluska was raised in Salem and graduated from Oregon State University in 1988 with a Bachelor's degree in General Science. Following this, he graduated from Pacific University College of Optometry in Forest Grove, Oregon.
Dr. Paluska has practiced at Eye Care since 1994. He specializes in primary care optometry and contact lenses, co-manages patients with medical eye diseases, and consults patients for refractive surgery.
Richard Neahring, M.D.
Specializing primarily in cataract surgery, laser surgery, refractive surgery and aging-related conditions of the eye, Dr. Richard Neahring is an active member of the American Society of Cataract and Refractive Surgeons. After earning his medical degree from Northwestern University Medical School (Chicago) in 1989, he completed an Internal Medicine internship and Ophthalmology residency at the University of Iowa. In addition, he completed fellowships in Neuro-ophthalmology and clinical Neuro-electrophysiology at Iowa.
Before leaving academics in 1998 to establish his surgical practice at Eye Care Physicians & Surgeons, Dr. Neahring also served for two years as a Clinical Fellow Associate in both the departments of Ophthalmology and Neurology at the University of Iowa. Dr. Neahring served as president of Marion-Polk Medical Society 2004-2006.
David P. Rowell, M.D.
Specializing in advanced cataract surgery for over 25 years, Dr. David Rowell has enjoyed bringing the
latest advances in vision correction to the Salem and Mid-Willamette Valley. Recent training using the
newest designs in lens implant technology and custom LASIK vision correction allows Dr. Rowell to bring
the highest level of surgical care to his patients.
Dr. David Rowell was raised in Salem, Oregon and returned to join his father Dr. Peter Rowell, founder of Eye Care. An
Oregon State University graduate, Dr. Rowell received his MD degree from Washington University Medical School in St. Louis, Missouri. Ophthalmology Residency training at the University of Iowa was followed by appointment as clinical associate with special emphasis on surgery for cataract, cornea and glaucoma. Dr. Rowell had further cataract surgical training at the Sinskey Eye Institute in Santa Monica, California. Dr. Rowell has completed numerous courses in refractive surgery and LASIK and performs all vision correction surgery at Eye Care.
Dr. Rowell is an active Fellow of the American Academy of Ophthalmology and the International Society
of Refractive Surgery. He is a member of the American Society of Cataract and Refractive Surgeons and
has served as chairman of the Ophthalmology Department at Salem Hospital. Dr. Rowell is proud to be
continuing his family’s tradition of delivering full service medical and surgical eye care in Salem and Keizer.
